We welcome the bipartisan introduction of House Resolution 1131, the ‘Resolution to Stop Rewarding Terrorists,’ which condemns the despicable Palestinian Authority “pay-to-slay” policy of incentivizing acts of terror against Israelis by financially compensating perpetrators and their families with so-called martyr payments. We applaud the sponsor of this resolution, Representative Josh Gottheimer (D-NJ), and its principal co-sponsors Representatives Tom Reed (R-NY) and Max Rose (D-NY).

The pay-to-slay scheme is an unconscionable insult to the memory of the many innocent victims of Palestinian terrorism from Israel, America, and around the world, and this resolution rightly calls on the international community to recognize it as a barbaric and unacceptable practice. The Palestinian Authority must discontinue these immoral payments immediately by abolishing its “Martyrs Fund.”
We call on members of Congress to co-sponsor this important resolution, and urge a swift vote on it in the House of Representatives. Global attention must be drawn to the fact that this policy exists and persists, and we urge all who respect the dignity of human life to condemn it unequivocally.”
